Prior to becoming a Credentialed Minister and Adjunct Professor at Southwestern Assemblies of God University, Dr. Caraway was the Regional Director of the South-Central and Mid-Atlantic Regions for the Department of Justice, Federal Bureau of Prisons with oversight of the Federal Prisons and Facilities in Arkansas, Kentucky, Louisiana,  Maryland, New Mexico, North Carolina, Oklahoma, Tennessee, Texas Virgina, and West Virgina. He assisted with providing oversight to the Nation’s largest correctional agency with specific oversight of the Mid Atlantic Region, and prior to his retirement the South-Central Region which houses approximately 28,000 federal offenders in 19 federal prisons and nine privately contracted facilities, with a budget of 2 billion dollars. Dr. Caraway served as the Deputy Assistant Director of Human Resource Division for the Bureau of Prison before he was named to the Senior Executive Service. The Bureau of Prison’s mission is to protect society by confining offenders in the controlled environments of prisons and community–based facilities that are safe, humane, cost-efficient, and appropriately secure. In addition, the Bureau of Prisons ensures that prisoners actively participate in programs that will assist them in becoming law-abiding citizens when they return to our communities.

In 2019, Dr. Caraway retired from the Department of Justice after 28 years of Federal Service and founded a Nonprofit Organization called 3C Prison Ministry/Management and Consultation Services, which provide consultation in all areas of human resources, corrections, offender re-entry, and assists with churches prison ministry startups.

Dr. Caraway holds a degree in Aviation Technology from the Community College of the Air Force; an associate degree in liberal studies from Alpena Community College in Alpena, Michigan; a Bachelor of Science Degree in History from the University of New York; a master’s degree in human resource management through Troy State University, a Master’s in the Philosophy of Management from Walden University and a Doctor of Philosophy in Management from Walden University.  He is a veteran of the in the United States Air Force where he was decorated for his achievements during the Gulf War. Dr. Caraway is married to his wife Kim Caraway and has a daughter Kamilla Caraway-Riley. He and his wife attends and serves at the Oak Church in Red Oak, Texas.
